You have:
Completion of secondary education. University degree in industrial engineering, administration, finance, economics, accounting or related fields.
Minimum six (6) years of experience in administrative areas with progressive responsibilities, including at least three (3) years of experience in local procurement of products, goods, and services and/or logistics operations: transportation, inventory management and procurement processes.
Experience in the search, administration, and supervision of contracting processes and supplier evaluations.
Desirable experience in conducting market studies or macroeconomic research.
Desirable experience working with humanitarian organizations in supply chain, logistics or procurement areas.
Fluency in Spanish is required. Knowledge of English is highly desirable.
Knowledge of the United Nations administrative rules and procedures and SAP management is advantageous.
Proficiency in spreadsheets (Excel), data analysis, report preparation, and indicator analysis.

ORGANIZATIONAL CONTEXT:
The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization fighting hunger. In Colombia, WFP’s support to the national government aligns with Sustainable Development Goals (SDGs) 2 and 17, utilizing innovative tools such as cash transfers and local food purchases through farmers’ associations. WFP’s activities in Colombia focus on the most vulnerable populations, including victims of violence, marginalized communities, and ethnic groups. The goal is to rebuild and strengthen their livelihoods, ensuring they have consistent access to nutritious and diverse diets and increasing their capacity to recover and adapt to climate change. This is achieved progressively by building the capacity of local authorities to implement responsible programs that contribute to reducing food insecurity and malnutrition.
Under the supervision of the Supply Chain Officer, the Supply Chain Associate will demonstrate responsibility and initiative by independently responding to inquiries and issues, relying only on general guidance. They are required to exercise sound judgment when addressing unforeseen problems that may arise on a daily basis.
They must possess a level of specialization and knowledge that enables them to adapt and contribute to the development of systems and processes in order to continuously improve the level of support provided. Position holders supervise, provide technical advice, train, and coordinate a team of support staff.
They ensure coordination, provide administrative services, and conduct research to support the efficient and effective delivery of purchasing and contracting services.
MAIN RESPONSIBILITIES (indicative and not exhaustive list):
Coordinate operationally and provide administrative support as a Supply Chain representative to assigned field offices, ensuring compliance with standard processes and the effective execution of supply activities.
Identify and evaluate new suppliers for purchasing, cash transfers (ROC) and logistics services (transport, storage), collecting the necessary documentation and supporting the submission of shortlists to the Local Purchasing Committee.
Prepare purchase orders, contracts, and supporting documentation, ensuring their timely review and approval to expedite the acquisition of goods and services.
Contribute to negotiations with suppliers, in coordination with senior officers, to ensure favorable conditions and efficient costs for the WFP.
Manage and resolve incidents related to delivered goods and services, maintaining communication with the parties involved to ensure an accurate and timely solution.
Coordinate requests for food transfers and shipments to implementing partners, following up until final delivery.
Oversee inventory management processes, including trend analysis, physical reconciliations in company or partner warehouses, and ensuring the integrity of information in the systems.
Support training and assistance to suppliers, implementing partners and points of sale in logistics procedures, invoicing, reconciliation and proper management of inventories and products.
Monitor implementing partners and points of sale, verifying compliance with logistical guidelines, warehouse management and pricing conditions in accordance with the local market.
Monitor reconciliation processes, billing, advances and payments related to bond redemption and logistics services.
Collect, analyze and consolidate information for the preparation of reports, market studies, value chain analyses and other inputs that facilitate the unit’s decision-making.
Support the collection and organization of information for logistics diagnostics, including Logistics Capacity Assessments and studies required by the central or regional office.
Provide technical assistance to field offices in consultations on proposal formulation, program costing (FTC), transfer modalities and associated logistics processes.
Apply emergency preparedness and response practices, contributing to the rapid mobilization of food and resources in critical contexts, and support capacity-building initiatives for third parties.
MINIMUM STANDARD QUALIFICATIONS AND EXPERIENCE:
Training:

Knowledge:
Experience in the search, administration and supervision of procurement processes and supplier evaluation.
Experience in monitoring and compliance with budgets and preparing reports on this matter.
Desirable experience working in market research or macroeconomic investigations.
Desirable experience working with humanitarian organizations in the area of supply chain, logistics or purchasing.
Knowledge of United Nations administrative rules and procedures and SAP proficiency will be valued.
Spreadsheet management (Excel), data analysis, report preparation, indicator analysis.
Languages:
Fluency in Spanish is required. Knowledge of English is highly desirable.
