Organizational Setting
At the regional level, FAO is working on three regional initiatives aimed at eradicating hunger, malnutrition, and poverty in all countries of Latin America and the Caribbean. These initiatives, established by governments, represent a coordinated, multi-sectoral response to the main challenges facing the region in its struggle to achieve a hunger-free future within the next decade. They focus on strengthening family farming, food systems, and rural development, and promoting the sustainable use of natural resources, climate change adaptation, and disaster risk management.
In this context, a consultant with experience is needed to support the implementation and management of the regional project “The Amazonian Vision of REDPARQUES: a regional contribution to achieving the goals of the CBD Strategic Plan 2010-2020 and the Post-2020 global biodiversity framework.” The project’s main objective is to implement actions that promote integration, effective management, good governance, and local participation in protected areas, contributing to the achievement of the Sustainable Development Goals in the Amazonian countries of REDPARQUES. The project’s implementation has three scales of intervention: two trinational Amazonian landscapes, the Amazon biome subregion, and the Latin America and Caribbean region, corresponding to the following activities:
By 2021, the Southern and Northern border landscapes will implement effective management and good governance actions for protected areas, in coordination with other sectors and actors, paying attention to women’s groups and indigenous peoples, according to the Amazon Vision strategy.
By 2021, REDPARQUES is implementing actions of the Amazon Vision strategic plan for the management of protected areas, considering aspects of financial sustainability, capacity building and regional cooperation, as a contribution to the fulfillment of the Leticia Pact
By 2021, REDPARQUES will highlight the contributions of protected areas in Latin America and the Caribbean to human well-being and biodiversity conservation, in compliance with the SDGs, Aichi Targets and the Leticia Pact Agreements and other regional commitments.
The FAO acts as the lead organization for the implementation of the project, which in turn is jointly executed with WWF, IUCN and UN Environment as implementing partners.
Reporting Lines
Under the overall supervision of the RLC Forestry Officer, the FAO Representative in Colombia, and in close contact with FAO Representatives in eight countries and national counterparts
Technical Focus
The Consultant in regional project coordination will be in charge of the proper execution and compliance with the objectives and work plan in the assigned project.
Tasks and responsibilities
Specifically in executive matters, he will be responsible for:
Responsible for the technical and operational monitoring of the project at the regional level.
Ensure the coordination and articulation of the three components of the project: the cooperating partner, the implementation partners, and the respective national and regional counterparts.
Ensure the necessary inter-institutional coordination at the different levels of intervention, both national and international;
Coordinate and ensure that the designs and executions of the annual activity plans of the different components of the project are approved and implemented.
Ensure proper design and implementation of the project monitoring and evaluation system in accordance with FAO’s guidelines on this subject.
Coordinate and supervise the formulation and execution of the communication strategy taking into account the visibility regulations of the European Union.
Facilitate, with the project components and counterparts, the training, communication and visibility actions of the project at the regional level.
Organize coordination meetings of the Steering Committee, the Executive Committee, and the directors of park and wildlife services in the Amazon region.
Attend in-person or virtual follow-up and evaluation meetings convened by national counterpart institutions and FAO, within the framework of the coordination and implementation of the project in the countries.
He will travel to different countries to provide technical assistance, supervise project activities according to needs and in accordance with the POA.
Participate in national and international events representing the project to exchange experiences in the management, conservation, and economic and social sustainability of protected areas for the benefit of the project and the beneficiary groups in the region.
Coordinate and supervise the planning and execution of regional experience exchange activities and other activities that help strengthen knowledge on topics addressed within the framework of the project.
To provide technical and operational assistance to each of the project components in all matters related to the development of national or regional forums.
Ensure the achievement of the project’s regional vision through the tracking and monitoring of national and regional activities for each component of the project.
Identify and promote links and synergies with other European Union and FAO projects in the Region and ensure the visibility of the project in the results reports of the FAO Reps involved in the project and in the FAO regional results report.
Other tasks that may be required by the FAO for the proper functioning of the project.
In relation to operational and administrative aspects, he/she will be responsible for:
Act as secretary of the project’s Steering Committee, being responsible for convening its members, preparing the agenda, presenting project results at meetings, and preparing and distributing the minutes of those meetings.
To continuously monitor project activities and submit consolidated narrative and financial progress reports; as well as to propose technical reprogramming, budget revisions and/or other measures, in accordance with the new needs of the project, ensuring consistency with the base document and with government initiatives, in close coordination with the project’s Budget Holder.
Prepare the final project report that includes all components, clearly indicating the objectives, scope, activities carried out, limitations encountered, lessons learned, conclusions and recommendations; it should also be supplemented with corresponding working documents.
Ensure compliance with the general guidelines of the European Union-FAO for this type of project, in close coordination with the Project Budget Holder.

Minimum Requirements
Biology professional, preferably with additional studies in ecology, forest ecosystems or in the management and conservation of natural resources.
Experience of at least 10 years in the areas of planning, organization and management of programs and projects, as well as in the use of participatory approach methodologies and tools for the formulation and execution of strategies, plans, programs and projects.
Professional knowledge (Level C) of an official FAO language.

Advanced technical writing skills in the official languages of the United Nations;
Ability to work under pressure and willingness to travel frequently to the countries where the virus is present.

Demonstrated ability to establish and maintain good interpersonal relationships and relationships with key allies.
Proven experience in the execution of projects or policies related to the planning and management of protected areas and/or related to rural development activities, combating poverty and food security in the Amazon.
